Park-and-Ride Facilities | East and Central Valley
Premier was the primary sub-consultant responsible for design of seven surface park-and-ride facilities as part of the initial 20-mile section of the Central Phoenix/East Valley Light Rail Transit System. Four facilities are in the City of Phoenix, two in the City of Tempe and one in the City of Mesa. A combined total of 3,348 standards, American Disabilities Act-compliant, and kiss-and-ride parking stalls were designed by maximizing the layout at each location.
Scope of services included site planning, horizontal control and paving design, access roadway modifications, grading and drainage design, on-site retention facilities, structural design (site walls), traffic circulation studies, basis of design reports, drainage reports, lighting, land survey (pre-design and construction staking), and landscaping. Additional site amenities provided included security buildings (select sites), benches, trash receptacles, drinking fountains, bike racks/lockers, CCTV security cameras and motorcycle parking. Close project coordination was required with the Cities of Phoenix, Tempe, and Mesa, in addition to all line section designers, station architects, and transit center designers. Analysis of field survey data was performed to compare and provide conversions between the Valley Metro control network and local municipality systems, including benchmark equations. We were also responsible for leading the approval and permitting processes with the appropriate municipalities and project stakeholders.
