Luke Air Force Base Renovation of Building 976: Foreign Mission Sales Training Facility



Premier provided Design-Build services to renovate Building 976, which is used for pilot training on the new F-35 Lightning II aircraft for Japanese and South Korean personnel under a Foreign Military Sales case. This work was completed as part of Premier’s Multiple Award Construction Contract (MACC) with LAFB, for which we performed as both the prime designer and general contractor. The major scope of work was a complete interior remodel and reconstruction of approximately 5,776 square feet of the existing facility.

Because of security sensitivity, Sensitive Compartmented Information Facility (SCIF) and Special Access Program Facility (SAPF) construction requirements were used for much of the south portion of the construction. This included partial floor removal and replacement, full floor to ceiling structure walls with double layers of wallboard, acoustical treatment to Sound Transmission Coefficient (STC) 45 Sound Group 3, Access Control System, and Intrusion Detection System. Within non-sensitive areas, flooring modifications and wall construction were required for new officer physical training. Scope also included lighting, fire suppression, mechanical upgrades, and electrical modifications. Strong project management, meticulous quality control, and close collaboration with the government ensured on-time completion, commissioning, SCIF accreditation, and overall project success.
